What do you think about this quote by renowned American astrophysicist Carl Sagan? Is it misandry, or SATIRE?

Carl Sagan was a unique visionary. I don't think this statement was intended as either one.... merely an observation of the political climate at the time. You could regard it superficially as satire and laugh it off, but Sagan was a thinker and I'm certain his intent was to keep listeners pondering.
