I have a sunl 150cc scooter.when i left today i had 12.8 volts.while riding i am went down to 9v after 7 miles

after 7 miles,lights turned off.i check stator for contenuity (cant spell) checks good,checked harness ,checks good,not sure on how to check regulator ,could it be the battery?
