What's the policy for pengers in hijacked planes?

let's say you fly from new york to L.A., but your plane gets hijacked and detoured and you end up in panama or alaska. you and other 200 people are stranded there, how do they get back home? who pays for their trip back? your government, the government of the place you end up or the pengers are just left to manage on their own? and if they get the ride back, where are they sent? to the place where they started, or the place where they were supposed to end up?
